Welcome to the Homepage of the Travel Industry Compensation Fund (TICF).

The TICF was established in 1993 under section 32C of the Travel Agents Ordinance (TAO). The TICF provides protection to outbound travellers when travel agents default and when they sustain death or injury in accidents during activities provided/organised by travel agents whilst touring abroad in the form of group and package tours. The Travel Industry Compensation Fund Management Board (TICFMB) is responsible for the administration of the TICF.

Through visiting this homepage, you will know more about our work and performance pledge, scope of protection and procedures of application for ex gratia payment under the TICF, points to note when you join a group or package tour, and the relevant statistics of the TICF, etc. We have also made available the relevant video and audio clips publicising the TICF for your easy reference.

We consulted the public on proposals relating to the enhancement of traveler protection and facilitation of trade development in 2009. According to the views collected, we have put in place an adjustment mechanism with the triggering the thresholds for the collection of Fund levy. In accordance with the mechanism, and with the agreement of the Secretary for Commerce and Economic Development and the Legislative Council, we have suspended the collection of the Fund levy since 3 July 2009.
