Welcome to the homepage of the Travel Industry Compensation Fund (TICF).

The TICF was established in 1993 under section 32C of the Travel Agents Ordinance (Cap. 218) (TAO), and the Travel Industry Compensation Fund Management Board (TICFMB) is responsible for holding, managing and applying the TICF.

The TICF was established to offer protection to outbound travellers, including providing ex gratia payment to outbound travellers who suffer loss of outbound fares (commonly arisen from the default of travel agents), and to outbound travellers who sustain personal injuries or death in accidents during outbound activities provided or organized by travel agents.

Following the introduction of the TICF levy charging mechanism, TICFMB has suspended the TICF levy collection according to the thresholds triggering the collection and suspension of the TICF levy since July 2009. Moreover, starting March 2011, the maximum amount of ex gratia payments relating to outbound accident protection concerning medical expenses, funeral-related expenses and compassionate visits expenses have been raised to a total of HK$300,000.

To facilitate doing business online and make levy payments more conveniently, the TICFMB has launched a web-based E-levy System on 1 June 2018. The E-levy System generates e-levy stamps that replace conventional levy stamps generated by franking machines, which have ceased operation with effect from 1 July 2019. More information about the E-levy System will be promulgated on this website in due course.
