Guidelines on application for ex gratia payment

i. Application procedure

Application for ex gratia payment from the Travel Industry Compensation Fund (TICF) can be made by:

  • The outbound traveller who has suffered the loss;
  • His/her personal representative; or
  • Any person authorized by him/her in writing.

Seek assistance and advice from the Travel Industry Compensation Fund Management
Board (TICFMB) or
the Travel Industry Council of Hong Kong

Obtain or download the prescribed application form

Complete and return the prescribed application form together
with the required supporting documents to the TICFMB

Make a statutory declaration before the staff of the TICFMB Secretariat
in relation to the application

Submit other information and/or documentary proofs
as required by the TICFMB

Receive written notification from the TICFMB on the result of application upon completion
of the processing procedure

ii. Obtain the application form

According to the Travel Agents Ordinance, outbound travellers are required to apply for ex gratia payment under the TICF using the prescribed form, with the required supporting documents attached. All forms can be printed out for completion by using the Adobe Acrobat Reader. Submission of the completed form can be made in person or by post to Room 4901, 49/F., Hopewell Centre, 183 Queen's Road East, Wanchai, Hong Kong, by fax (2521 8829) or by electronic means, where appropriate.
